When the New York State Division of Transportation mills and repaves Heart Avenue subsequent 12 months, a Heart Avenue bicycle monitor won’t be included within the redesign.
On Tuesday, Village of Lewiston Mayor Anne Welch stated neither a conceptual plan nor a second possibility proposed by Lee Simonson would work.
Following two weeks of contentious conferences with enterprise homeowners, and upon additional session with the DOT, Welch stated the Board of Trustees won’t pursue the concept any additional.
Niagara River Greenway Fee Govt Director Greg Stevens pitched the concept of a two-way bike monitor located on the southside of the road, in between the walkway and parking areas. He was met with lukewarm response from a half-dozen enterprise homeowners.
“I’ve talked to DOT, talked to Greg, and we aren’t going to do a motorcycle lane down Heart Avenue,” Welch stated. “The reasoning being is once I talked to DOT yesterday, the engineer, she stated that we could not have a motorcycle lane over the drains – and we now have the drains all alongside the curb there. That will not work. So, we will not do the bike lane subsequent to the curb.
“After which the opposite proposal to have bike lanes on the street (Simonson’s thought), they have been solely 3-foot-wide – they should be 4-feet-wide. The chiefs (Lewiston Police Division’s Frank Previte and Lewiston No. 1 Fireplace Co.’s Les Myers) – particularly Frank – he was fearful about driving subsequent to the vehicles. As a result of an enormous truck, the mirrors stick out; and folks opening doorways and stuff. He stated when you designate the bike lane, you are principally accountable if anyone will get harm.”
Simonson’s “Plan B” referred to as for one lane on both sides of Heart Avenue. The previous Niagara County legislator and present Lewiston historian/advocate stated his proposal “eliminates the hazards related to pedestrians pressured to traverse a two-way bike path to get to the curb; eliminates the potential for vehicles inadvertently infringing on the bike path by parking subsequent to the curb; locations the bicyclists within the highway subsequent to the automobile site visitors the place they historically, and legally, anticipate to be; gives extra room for drivers to exit their parked vehicles with out the concern of oncoming automobile site visitors. (Drivers exiting parked vehicles will most likely encounter bicyclists lower than 1% of the time, so Plan B gives an additional buffer of security with 4 ft of further house for drivers to get out and in of their parked vehicles.)”

As Welch defined, nevertheless, “The numbers did not add up, as a result of we did not have sufficient room to do 4 ft on both sides – that will be again to the 8 ft once more,” which was rejected each by her board and the enterprise homeowners. “So, it simply did not work on Heart Avenue.”
The Empire State Path connecting Manhattan to Montreal – and, because it pertains to Western New York, Buffalo to Youngstown – will nonetheless proceed to and thru Lewiston. A motorcycle path was just lately accomplished alongside the escarpment and down the Niagara Scenic Parkway to the nook of Seneca and South Ninth streets.
“I talked to Greg, and we’re nonetheless going to work on Academy Park, with having it come down and go round Academy Park, however I stated we’ll do signage – and we are able to inform them they will go down Heart Avenue and bike like they at all times have,” Welch stated. “Or they will go down Cayuga Avenue, as a result of I stated it goes straight by to Fourth; or they will go down Ninth Avenue to Mohawk and alongside the parkway. These are the choices. Or they will go up into Artpark.
“We’re simply going to attempt to determine one thing out from Academy Park, that is all.”
Stevens had advised a brand new consolation station be inbuilt between the present rest room constructing and the Niagara River Area Chamber of Commerce workplace. It’s unknown if that amenity will nonetheless be pursued.
He’s scheduled to current a Niagara County bike plan at two public meetings on Oct. 8.
The Village of Lewiston had scheduled a public data session for Monday, Sept. 28, however that’s now canceled.
“We (trustees) mentioned it and went over it final evening earlier than we went to the assembly, and all people stated, ‘Yeah, that simply would not work,’ ” Welch stated.
The mayor supported the conceptual bike monitor thought as a result of, “This was one thing I hoped to deliver extra enterprise to the companies, and hold our youngsters off the sidewalks – hold them secure,” she stated.
“I do know a few of the companies needed it; some did not; however the numbers do not meet the DOT requirements, so we will not do it,” Welch famous.
“That plan was conceptual – we needed to know if individuals needed to have a motorcycle lane,” she added. “If we may have figured it out the place it was vast sufficient and nonetheless secure, then that will have been tremendous; but it surely simply did not work out to the DOT requirements – they usually get the say on it.”
